U.S.-Japan Defense Partnership
Last month MFP No. 20 Fellow Monica Herrera (U.S. Air Force) presented her research, “Rethinking National Action Plans on Women, Peace & Security: Opportunities for U.S.-Japan Defense Partnership,” at a joint symposium with the National Graduate Institute for Policy Studies (GRIPS) in Tokyo. Captain Herrera`s presentation included a summary of the roots and progress of the Women, Peace and Security (WPS) agenda adopted by the United Nations and a discussion of key issues and evidence supporting the need for effective gender mainstreaming at all stages in the field of peace and security. After providing an overview of the National Action Plans (NAPs) the United States and Japan have established as tools to outline their WPS priorities and commitments, Captain Herrera discussed her policy analysis of the defense-related areas therein. She provided concrete ideas for bilateral cooperation under the existing NAPs and called for the United States and Japan to work together to monitor, evaluate, and revise them “to ensure strategic priorities and operational/tactical realities are matched and to enable closer cooperation on additional policy measures related to WPS.” Captain Herrera’s presentation was moderated by GRIPS Professor Yoko Iwama
